    A reflection on the current local authority-led regulation model: views from small-and medium-sized businesses

    Background Health and safety regulation has been identified by the UK government as an area of over-regulation; a burden to business; and hindering economic growth. In response recommendations have been made to government to reduce this regulation1-3. Whilst this seems to be the view held by government, many sources indicate that health and safety regulation has a role to play in supporting business4-6 and that ‘good regulation’ can actually help businesses and aid in their growth and economic prosperity. Guidance issued by the Health and Safety Executive (HSE) to Local Authorities has left Local Authority regulatory departments unable to undertake proactive inspections in medium and low risk workplaces, relying on intelligence to trigger reactive investigative visits. Such visits effectively only allow the prevention of future repetitions rather than preventing harm in the first place. At the same time spending cuts have seen reductions of 28% to Local Authority funding which has forced a re-examination of how to deliver services including health and safety regulation. Method An empirical qualitative methodology was applied to test the health and safety compliance advice required by SMEs. Semi-structured interviews (n-10) were carried out with selected SME owners/managers across a range of sectors with varying exposures to health and safety regulatory interventions, in the City of Peterborough. The interviews were conducted face-to-face at the business premises, recorded and transcribed. The data was coded in order to establish themes which were used to develop emergent theory. Results Ten themes emerged from the data. The strongest themes that emerged were that businesses did not feel that deregulation or reduced inspections would be beneficial either at the individual business level or across the sector. Of significant note was that participants wanted to continue to have inspections on a frequent basis. They felt that fewer inspections would lead to lower compliance levels and increased accidents. In addition, SMEs indicated that they do not have the skills or capacity to self-regulate and thus wish for tailored business advice to aid in protecting their workforce. Recommendations The presumption that regulatory visits are negative is questioned by the research and indeed all interviewees welcomed the support they gain from such visits. With this in mind it is suggested that a more business advisory approach is adopted to meet SME needs and aid growth while still protecting the workforce. A number of recommendations are made including a risk based proactive intervention strategy based on responsive regulation principles, improvement of communication and business engagement and focus on advice provision for SMEs. The recommendations are designed to meet businesses needs and also to contribute to business growth

    More than Dollars for Scholars: The Impact of the Dell Scholars Program on College Access, Persistence and Degree Attainment

    Although college enrollment rates have increased substantially over the last several decades, socioeconomic inequalities in college completion have actually widened over time. A critical question, therefore, is how to support low-income and first-generation students to succeed in college after they matriculate. We investigate the impact of the Dell Scholars Program which provides a combination of generous financial support and individualized advising to scholarship recipients before and throughout their postsecondary enrollment. The program's design is motivated by a theory of action that, in order to meaningfully increase the share of lower-income students who earn a college degree, it is necessary both to address financial constraints students face and to provide ongoing support for the academic, cultural and other challenges that students experience during their college careers. We isolate the unique impact of the program on college completion by capitalizing on an arbitrary cutoff in the program's algorithmic selection process. Using a regression discontinuity design, we find that although being named a Dell Scholar has no impact on initial college enrollment or early college persistence, scholars at the margin of eligibility are significantly more likely to earn a bachelor's degree on-time or six years after high school graduation. These impacts are sizeable and represent a nearly 25 percent or greater increase in both four- and six-year bachelor's attainment. The program is resource intensive. Yet, back-of-theenvelope calculations indicate that the Dell Scholars Program has a positive rate of return

    Dynamic coherent backscattering of ultrasound in three-dimensional strongly-scattering media

    We present measurements of the diffusion coefficient of ultrasound in strongly scattering three-dimensional (3D) disordered media using the dynamic coherent backscattering (CBS) effect. Our experiments measure the CBS of ultrasonic waves using a transducer array placed in the far-field of a 3D slab sample of brazed aluminum beads surrounded by vacuum. We extend to 3D media the general microscopic theory of CBS that was developed initially for acoustic waves in 2D. This theory is valid in the strong scattering, but still diffuse, regime that is realized in our sample, and is evaluated in the diffuse far field limit encountered in our experiments. By comparing our theory with the experimental data, we obtain an accurate measurement of the diffusion coefficient of ultrasound in our sample. We find that the value of DD is quite small, 0.74±0.030.74 \pm 0.03 mm2/μ^2/\mus, and comment on the implications of this slow transport for the energy velocity

    I suggest that the factor pjp_j in the pocket-based measure of the multiverse, Pj=pjfjP_j=p_j f_j, should be interpreted as accounting for equilibrium de Sitter vacuum fluctuations, while the selection factor fjf_j accounts for the number of observers that were formed due to non-equilibrium processes resulting from such fluctuations.     An XMM-Newton observation of the Narrow Line Seyfert 1 Galaxy, Markarian 896

    XMM-Newton observations of the NLS1 Markarian 896 are presented. Over the 2-10 keV band, an iron emission line, close to 6.4 keV, is seen. The line is just resolved and has an equivalent width of ~170 eV. The broad-band spectrum is well modelled by a power law slope of gamma ~ 2.03, together with two blackbody components to fit the soft X-ray excess. Using a more physical two-temperature Comptonisation model, a good fit is obtained for an input photon distribution of kT ~ 60eV and Comptonising electron temperatures of ~0.3 and 200 keV. The soft excess cannot be explained purely through the reprocessing of a hard X-ray continuum by an ionised disc reflector.Comment: 6 pages, 4 figures, accepted by MNRA

    A design study of hydrazine and biowaste resistojets

    A generalized modeling program was adapted in BASIC on a personal computer to compare the performance of four types of biowaste resistojets and two types of hydrazine augmenters. Analyzed biowaste design types were: (1) an electrically conductive ceramic heater-exchanger of zirconia; (2) a truss heater of platinum in cross flow; (3) an immersed bicoiled tubular heater-exchanger; and (4) a nonexposed, refractory metal, radiant heater in a central cavity within a heat exchanger case. Concepts 2 and 3 are designed to have an efficient, stainless steel outer pressure case. The hydrazine design types are: (5) an immersed bicoil heater exchanger and (6) a nonexposed radiant heater now with a refractory metal case. The ceramic biowaste resistojet has the highest specific impulse growth potential at 2000 K of 192.5 (CO2) and 269 s (H2O). The bicoil produces the highest augmenter temperature of 1994 K for a 2073 K heater giving 317 s at .73 overall efficiency. Detailed temperature profiles of each of the designs are shown.     A search for thermal X-ray signatures in Gamma-Ray Bursts I: Swift bursts with optical supernovae

    The X-ray spectra of Gamma-Ray Bursts can generally be described by an absorbed power law. The landmark discovery of thermal X-ray emission in addition to the power law in the unusual GRB 060218, followed by a similar discovery in GRB 100316D, showed that during the first thousand seconds after trigger the soft X-ray spectra can be complex. Both the origin and prevalence of such spectral components still evade understanding, particularly after the discovery of thermal X-ray emission in the classical GRB 090618. Possibly most importantly, these three objects are all associated with optical supernovae, begging the question of whether the thermal X-ray components could be a result of the GRB-SN connection, possibly in the shock breakout. We therefore performed a search for blackbody components in the early Swift X-ray spectra of 11 GRBs that have or may have associated optical supernovae, accurately recovering the thermal components reported in the literature for GRBs 060218, 090618 and 100316D. We present the discovery of a cooling blackbody in GRB 101219B/SN2010ma, and in four further GRB-SNe we find an improvement in the fit with a blackbody which we deem possible blackbody candidates due to case-specific caveats. All the possible new blackbody components we report lie at the high end of the luminosity and radius distribution. GRB 101219B appears to bridge the gap between the low-luminosity and the classical GRB-SNe with thermal emission, and following the blackbody evolution we derive an expansion velocity for this source of order 0.4c. We discuss potential origins for the thermal X-ray emission in our sample, including a cocoon model which we find can accommodate the more extreme physical parameters implied by many of our model fits.Comment: 16 pages, 6 figures, accepted for MNRA
